American Secretary of Energy Steven Chu is cutting US$100 million dollars from hydrogen fuel cell vehicle research and diverting the remaining $69 million to hydrogen fuel cell research for household current.

Former president George W. Bush advocated the zero-emission vehicles and launched $1.2 billion for hydrogen fuel cell research over a number of years.

President Barack Obama is proposing a “corporate average fuel economy,” or CAFÉ, placing standards for gas mileage at 39 miles per gallon for cars and light trucks at 30 mpg.

“The probability of deploying hydrogen-fuel-cell vehicles in the next 10 to 20 years is low.” said Tom Welch of the U.S. Department of Energy. “We asked ourselves, ‘Is it likely in the next 10 or 15, 20 years that we will convert to a hydrogen car economy?’ The answer, we felt, was ‘no,'” said Chu.

In response, the U.S. Fuel Cell Council and the National Hydrogen Association said, “The cuts proposed in the DOE hydrogen and fuel-cell program threaten to disrupt commercialization of a family of technologies that are showing exceptional promise and beginning to gain market traction. Fuel-cell vehicles are not a science experiment. These are real vehicles with real marketability and real benefits. Hundreds of fuel-cell vehicles have collectively logged millions of miles.”

“I just got the Clarity, which is a wonderful hydrogen vehicle,” said Governor Arnold Schwarzenegger. He lent his car to The Hydrogen Road Tour.

On Tuesday, The Hydrogen Road Tour began in Chula Vista, California. Twelve hydrogen fuel cell cars by seven auto makers will arrive in Vancouver, British Columbia June 3 for the Hydrogen + Fuel Cells 2009 conference, a global hydrogen and fuel cell event. “The point really is to raise awareness about fuel celled vehicles and hydrogen, their benefits both to energy efficiency and the environment as well as to consumers because we really believe these vehicles are going to be a market winner,” said Catherine Dunwoody, the Executive Director of the California Fuel Cell Partnership.

The Hydrogen Fuel Cells 2009 conference began June 1. “Our global environmental challenges, such as climate change, do not stop at the border,” ” said John Tak, conference Chair, “I am pleased that scientists, engineers, government representatives and businesspeople from more than 35 countries are coming to Vancouver, an active hub for hydrogen and fuel cell development, to help create solutions to these challenges.”

The Ohio Fuel Cell Symposium was held in North Canton, Ohio on Wednesday and Thursday. “The hydrogen and fuel cell industries are at a stage where they have the momentum and energy to accomplish some truly revolutionary things in terms of how they apply their technologies,” said William Whittenberger, president of Catacel Corp. These fuel cells produce electricity and exhaust carbon dioxide and water.

A hydrogen powered municipal street cleaning vehicle is currently being tested for the next year and half in Basel, Switzerland. “Our aim is to take fuel cell technology from the laboratory onto the street,” said Empa’s Internal Combustion Engines Laboratory Project Leader Christian Bach.

Dan Lutz, the fleet manager for the Beloit, Wisconsin public works department, experimented with retro-fitting his personal truck. The department now has a large pickup truck, a garbage truck, a recycling truck, a police squad car and a small pickup truck using hydrogen technology increasing gas mileage from 14 to 22 and 31 mpg. “We know the basic technology works, but the issue is, is it practical,” said City Manager Larry Arft, “Can it be used realistically?”

The drawback is that the technology may rely on platinum, a rare metal, or palladium. Infrastructure would need to be changed to supply hydrogen fueling stations. Critics are also concerned about hydrogen fuel storage and the costs of retro-fitting existing vehicles.

LOS ANGELES — A commuter van (Van Pool No. 36) from the National Aeronautics and Space Administration’s Jet Propulsion Laboratory (JPL) plunged 200 feet into a ravine in the Angeles National Forest this morning. The van was carrying ten people: six JPL employees, two NASA employees, and two private contractors. They are identified as:

  • Cheryl Lynn Allworth: Executive Secretary in JPL’s Space Experiments Systems Section
  • Dorothy M. Forks: JPL Human Resources
  • Peter Robles
  • Helga Maria Wurm
  • Jane F. Galloway: JPL Business Manager
  • Kerri Lynn Agey: Contractor for JPL Security Services
  • Christopher Butts
  • Jim Kitahara
  • David Myers

Three of the passengers — Forks, Galloway, and Agey — lost their lives; the remaining seven sustained various levels of injury, including one passenger suffering critical injury, according to authorities. All victims were airlifted to local area hospitals.

According to witnesses who reported the crash, the van simply drove off the side of Angeles Forest Highway. Despite the presence of fog during the accident, the California Highway Patrol believes that this was not a factor. The CHP has said that the investigation into the crash may take two to three days before the cause is known.

JPL spokesperson D.C. Agle confirmed that the van was from the facility. Initially, JPL refrained from commenting, but JPL security was spotted at the site shortly after the incident occurred.

The Angeles Forest Highway is a two-lane mountain road considered a commuter route for many residents of the Antelope Valley including Palmdale and Lancaster residents. It is an alternative to get to Interstate 210, rather than taking the heavily traveled Antelope Valley Freeway (California State Route 14).

The U.S. government warned private financial services that al Qaeda is planning a cyber attack on the U.S. stock and bank accounts, officials said on Thursday.

Homeland Security spokesman Russ Knocke says: “There is no information to corroborate this aspirational threat. As a routine matter and out of an abundance of caution, US-CERT issued the situational awareness report to industry stakeholders.”

The officials said that the attacks are aimed at destroying the databases of U.S. banking and stock market web sites. The Homeland Security group claims that the threat was for all of December.

A U.S. official said that the threat was posted on an website and called for the attack to avenge the imprisonment of Muslims in the Guantanamo detention camp.

Lorry drops thirteen tonnes of fish in British town

A lorry spilt thirteen tonnes of raw fish on a road in the small British town of Shaftesbury, Dorset, earlier today.

Crates of iced fish, worth £80,000, apparently burst out the rear doors of the lorry as it climbed a hill.

The BBC reports Dorset Police as saying “It appears as the lorry started its ascent up the hill the load in the rear of the articulated container slipped backwards, probably on the wet floor, and the weight of the fish on the rear doors forced the doors open.”

The clean-up was hampered by poor weather conditions as Dorset County Council struggled to use a digger and a second lorry to clear the fish.

Satire site Uncyclopedia, a parody of online encyclopedia Wikipedia, has been labeled by the Malaysian government as dangerous. The Internal Security Department of Malaysia issued the warning today, saying that the site has “messages and information insulting Malaysia”.

The warning notes the creation date of the website as being 5 January 2005, and hosted by Wikia, Inc., both of which are correct. However, it claims Wikia owns Wikipedia; Wikipedia is a charitable non-profit website owned by the non-profit Wikimedia Foundation, while Wikia is an independent, for-profit company.

The report evidently mentions that Uncyclopedia covers Malaysian “history, culture, the political leaders, the government, the national song and the name / history of the national flag,” none of which is “correct”. They accuse the website of helping to reinforce a bad international image of their country.

There are no reports of the site being blocked from access within the country, only this statement, which urges Malaysians not to circulate the content.

Uncyclopedia’s article on Malaysia begins:

The site has fired back with a parody article posted at the site under their UnNews section, titled Uncyclopedia Internal Security Department warns on Malaysia. The article suggests that the “Internal Security Department of the Uncyclomedia Foundation,” which is a facetious and fictitious parent organization of Uncyclopedia, identifies Malaysia “as a dangerous country… It warned its people not to use the country today.”

There are forty-seven individual language editions of Uncyclopedia, including Tolololpedia, which is written in Bahasa Melayu, the Malay language. This is in addition to fictional “language” editions which include Oscar Wilde, Newspeak, N00b, White Supremacist, and Re: PharmaccgRy.

On Thursday, Charles Lazarus, the founder of United States toy retailer Toys “R” Us, died in Manhattan, New York, New York of respiratory failure. He was 94. His death came a week after Toys “R” Us announced that all of the stores were closing.

Toys “R” Us issued a statement in which they said, “There have been many sad moments for Toys “R” Us in recent weeks, and none more heartbreaking than today’s news about the passing of our beloved founder, Charles Lazarus. He visited us in New Jersey just last year and we will forever be grateful for his positive energy, passion for the customer and love for children everywhere. Our thoughts and prayers are with Charles’ family and loved ones.”

Michael Goldstein, who was a close friend and former Toys “R” Us chairman, said: “He was the father of the toy business. He knew the toys and loved the toys and loved the kids who would shop in the stores. His face lit up when he watched kids playing with toys.” In a phone interview Goldstein said that Charles Lazarus died in Manhattan.

Lazarus no longer held a stake in the chain, CNN reported. Lazarus took over his father’s bicycle repair shop in 1948 at the age of 25 and changed it to baby furniture. He opened the first Toys “R” Us store in 1957. Lazarus had remained its CEO until 1994.

Cricket Grand Final match ups on Australia’s Sunshine Coast have been set, with many being made through washed out semi finals.

Three games scheduled the be played at Burpengary, Morayfield, and Wamuran were unable to proceed when the local government, Moreton Bay Council, closed access to any sporting grounds in their region. The games affected were the Division 3 game between Burpengary and USC, the Division 1 game between Caboolture and Maroochydore, and the Division 4 game between Wamuran-Stanley River and Palmwoods.

No play was possible on either ground at the Glasshouse Mountains grounds, as the sports club that controls the facilities did not allow them access. Games affected were the Division 4 game between Glasshouse and Maroochydore, and the Division 5 game between Glasshouse and USC.

One ground in Palmwoods got a game on. The Division 5 game at between Palmwoods and Cooroy-Eumundi at the Palmwoods Sports Reserve nearly had a first innings result on day 1. The home side batted first scoring 92. Cooroy were 52 for the loss of 9 wickets. Palmwoods would get the last wicket on Sunday.

The main ground in Tewantin, Read Park, was deemed too water logged after an inspection by both teams in the Division 1 game between Tewantin Noosa and Glasshouse. Tewantins Division 6 side managed to get 61 overs in on Sunday against Yandina before lighting became a factor. That match concluded in a draw.

USC and Palmwoods got enough play in for a first innings result. The home side chased down the 86 required for that result an hour before the scheduled lunch break. Palmwoods would concede the match about 20 minutes prior to the interval.

USC all-rounder George Bagshaw said: “We bowled well, bowled them out for about 86 and yeah, did the rest with the bat. [We] certainly dug in; Me and Trav[is Bell] put on a good partnership and, yeah, good for the rest of the boys to get it done this morning.”

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.

Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.

The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.

Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.

The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are noteffectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”

The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”

The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.
