Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.

Prime suspect in Northern’s Ireland’s Omagh bombing found not guilty

A judge has issued a ruling in the 1998 bombing in the Northern Ireland town of Omagh. Defendant Sean Hoey, who faced 56 charges relating to a car bomb that killed 29 people and injured more than 200, has been found not guilty.

A stunned silence in the public gallery of Belfast Crown Court greeted the verdict in the worst bombing during three decades of so-called troubles in Northern Ireland. Electrician Sean Hoey, 38, was accused of being the principle bomb-maker in a group of conspirators. Only one other person was charged in the case and he is awaiting retrial after having his conviction overturned.

Hoey was said to have been among those who broke away from the Irish Republican Army months after the Good Friday Peace Agreement was negotiated.

In summing up, Judge Reginald Weir said he was critical of forensic evidence presented by the prosecution that relied heavily on a new kind of DNA testing. He also criticized the police for how they handled and stored the evidence, with possible cross-contamination. The judge also singled out two police officers who he said had exaggerated in order to gain a conviction.

For families of the victims, it was a disappointment after waiting nearly a decade for justice. Lawrence Rush lost his wife in the blast. He was in the courthouse when the decision was announced.

“It is devastating,” he said. “It is a disaster the way that this investigation was held, and I can say no more about it. All I know is that I am tired, you know, and I am exhausted. It has been a long corridor, 10 years of pain and hope.

“The legal system is here to protect human rights,” said Victor Barker, who lost his son in the attack. “It is here to protect Sean Hoey’s human rights. I am a lawyer, I believe in the system. Sometimes I find it hard to live with, but I must stand by it because that is the system of justice which ordinary decent people in this country live by. It is only a great shame that my son and the 29 people that died in Omagh had no human right at all.”

Families of those killed are now calling for a full public inquiry into the bombing. It is also possible that a civil case may be pursued next year.

Canberra is the capital city of Australia and considered to be the best planned city in the world. It is a modern and pollution free city without the peak hour traffic problems common to other cities. With a population of over 345,000, it is Australia’s largest inland city and a lucrative destination for gourmets with over three hundred restaurants, cafes, pubs and bars.

Known as the bush capital, Canberra is home to many stunning nature parks. No matter where you are travelling in and around the city centre, there are trees, flowers and plants at every turn. It is filled with a beautiful array of colour and nature adding to the picturesque charm of this unique city.

There is a diverse range of parks and gardens to explore, both in the centre of the city and the outer suburban areas. The most significant is the Australian National Botanical Gardens which is filled with beautiful flora and native fauna all year round. With around 6,800 species of native Australian plants there are 40 hectares of lush grounds to enjoy. Amongst many other nature parks and gardens to visit are Cockington Green Gardens, Namadgi National Park, Tidbinbilla Nature Reserve and the Bible Gardens.

This beautiful city is a celebration of what Australians hold dear, their origins, sacrifices, treasures and values. At the National Dinosaur Museum there are over three hundred exhibits including ten full-size replica skeletons of dinosaurs.

The National Science and Technology Centre (Questacon) is a high technology science museum which is the ultimate in hands-on interactive displays. The National Capital Exhibition tells the story of Canberra from the start of Aboriginal times up until the present. National Film and Sound Archive is a collection of radio, television and film archives. The National Museum of Australia uses new technology to display themes both old and new. At the Royal Australian Mint you can see how money is produced and learn the history of the Australian currency.

George Bush proposes economic growth package worth up to US$150 billion

George W. Bush, the president of the United States has suggested an economic growth package that could be worth almost 1% of the United States’ GDP (the US GDP is appoximately US$15 trillion). The package is expected to come in the form of tax cuts.

In a speech which took place yesterday Mr.Bush said that the economy is an area of “real concern,” to the US government. He added that the US “economy is still creating jobs, though at a reduced pace.”

Democrats want the tax refunds to cover payroll taxes paid by lower-income groups and be combined with more unemployment benefits, food stamps and federal aid to states. It warned against bundling proposals to make Bush’s first term tax cuts permanent with the stimulus package, and the Bush administration has separated the two in this proposal.

When announcing the proposal George Bush said that “as Congress considers such a plan, there are certain principles that must guide its deliberations: This growth package must be big enough to make a difference in an economy as large and dynamic as ours — which means it should be about 1 percent of GDP.” He added that “this growth package must be built on broad-based tax relief that will directly affect economic growth — and not the kind of spending projects that would have little immediate impact on our economy. This growth package must be temporary and take effect right away — so we can get help to our economy when it needs it most.” He also added that he believed the package “must not include any tax increases.”

This growth package must be big enough to make a difference in an economy as large and dynamic as ours — which means it should be about 1 percent of GDP

In the speech George Bush also made it clear that he believes the package should be passed through congress quickly. He said that his belief was that by passing the package through congress quickly would “provide a shot in the arm to keep a fundamentally strong economy healthy. And it will help keep economic sectors that are going through adjustments, such as the housing market, from adversely affecting other parts of our economy.”

Hundreds of thousands of air travelers had their travel plans disrupted in Europe by volcanic ash from the Eyjafjallajökull eruption.

Tens of thousands of air travelers were stranded when all flights into and out of the United Kingdom were grounded, as it became one of the first nations to be affected. The grounding was even more extensive than that following the September 11 attacks of 2001 when only trans-Atlantic flights were canceled.

Eurocontrol released a statement saying “…most air traffic in the United Kingdom, Ireland, Denmark, Norway and Sweden is suspended.”

The grounding is because the volcanic ash drawn into the jet stream is of a particle size which allows it to remain aloft in the atmosphere. Ingestion of this foreign matter, because of its distribution, would lead to flame outs in all aircraft engines. The composition of the ash also means that it would first melt into glass if it were to enter the engine of an aircraft before solidifying again as it cooled. This could lead to damage to the compressors and fan blades, which would make it impossible to restart the engines, even if the aircraft were to exit the cloud.

The current contingency is informed by the experience of British Airways Flight 9, which on June 24, 1982 suffered just such complete engine flame outs when it flew through the plume of Mount Galunggung in Indonesia. In that case, the flight crew after many efforts was able to restart the engines, though one failed shortly after, and the aircraft landed without casualties.

The UK National Air Traffic Services (NATS) has stated that “restrictions will remain in place in UK controlled airspace until 1300 (UK time) tomorrow, Friday 16 April, at the earliest,” and that “We will review further Met Office information and at 0230 (UK time) tomorrow we will advise the arrangements that will be in place through to 1800 (UK time) tomorrow.” The NATS statement concluded “…the situation cannot be said to be improving”.

In addition to Northern Europe, the ash is drifting south; Berlin and Hamburg airports in Germany are closed, and airports in the Netherlands, Belgium and Northern France are described as now being closed or closing. Some flights from Spain and Portugal, together with upwards of 4,000 flights across Northern Europe, have been affected, and the knock-on effect of aircraft and crews out of position could disrupt air travel worldwide for up to 72 hours.

One affected group are British musicians booked to play at this weekend’s Coachella Festival in California. Amongst those stranded are Frightened Rabbit, Gary Numan, The Cribs and Bad Lieutenant.

Seven months after suspicions were first raised, United States Agriculture Secretary Mike Johanns confirmed that a second American cow has tested positive for BSE (also known as ‘mad cow disease’), as determined by a lab in Weybridge, England. The department believes that this cow was born in the United States.

The delay in confirmation followed two conflicting test results from last November. The “Western blot” test, which is a more sophisticated test, could have helped reach a final determination, but the U.S. refused to perform it in November. The department’s inspector general, Phyllis Fong, ordered the Western blot test in June without advising Johanns and by the time Johanns found out about it, the testing was under way.

Johanns was annoyed that the round of testing which confirmed “Mad Cow” had been ordered without him being consulted first.”I was asked by the Senate and the president to operate the department,” Johanns said. “I believe, in this area, very clearly, the secretary should be consulted, whoever the secretary is, before testing is undertaken. From my standpoint, I believe I was put there to operate the department and was very disappointed.”

A senior research associate with Consumers Union, Michael Hansen, said USDA officials “almost sound like some Keystone Kops.”

Johanns reassured Americans that they should not be afraid of eating beef, saying: “This animal was blocked from entering the food supply because of the firewalls we have in place. Americans have every reason to continue to be confident in the safety of our beef.”

On June 17, the Associated Press reported: “American cattle are eating chicken litter, cattle blood and restaurant leftovers that could help transmit mad cow disease — a gap in the U.S. defense that the Bush administration promised to close nearly 18 months ago.”

John Stauber, co-author of “Mad Cow USA: Could the Nightmare Happen Here?” said: “Once the cameras were turned off and the media coverage dissipated, then it’s been business as usual, no real reform, just keep feeding slaughterhouse waste. The entire U.S. policy is designed to protect the livestock industry’s access to slaughterhouse waste as cheap feed.”

Critics of the U.S. testing regimen said the fumbles this time increase their concerns about America’s screening process.

“How can we be sure they were really negative?” Craig Culp, a spokesman for the Center for Food Safety asked; “After all, (here is a cow that was) negative in November that is positive in June.”

The companies which render slaughter waste say new restrictions are not warranted. “We process about 50 billion pounds of product annually — in visual terms, that is a convoy of semi trucks, four lanes wide, running from New York to L.A. every year,” said Jim Hodges, president of the American Meat Institute Foundation.

ENGLAND — UK Health Secretary John Reid has proposed widespread legislative and health care changes in a new white paper on public health released Tuesday. Titled “Choosing Health”, the paper details government plans to restrict smoking in public places, limit ‘junk food‘ advertisements to children, make available “lifestyle trainers”, campaign against sexually transmitted diseases and tobacco, and improve food labelling.

The white paper comes after extensive public comment that involved 150,000 people.

Smoking would be restricted in enclosed public spaces, restaurants, workplaces, and some pubs. The ban would be enacted gradually, affecting government and NHS buildings in 2006, enclosed public places in 2007, and private property in 2008. Permanent exemption would be granted to pubs that do not serve prepared food — though not at the bar — as well as private clubs, a decision that has provoked some to call the measure incomplete. Up to 90% of pubs are expected to be affected. The Scottish executive proposed a complete ban on smoking in enclosed public places last week, and Ireland has already banned smoking in pubs and restaurants.

Food advertisements targeted to children would be banned until 9pm, under the White Paper’s proposals. The restriction is a measure to tackle rising rates of childhood obesity. The government also intends to develop voluntary standards on food and drink advertisements to children with industry, only threatening legislation if an acceptable standard is not reached by 2007. Additionally, low income families would receive vouchers for fresh fruit, vegetables, milk, and infant formula. School lunches would also be held to stricter nutritional standards. Reid has warned that unless childhood obesity is tackled, “we face the prospect of children having shorter life expectancy than their parents”.

Food labelling would also be improved, with a “traffic light” system implemented. Packaged food would be evaluated based on its fat, sugar, and salt content.

The paper is unusual for suggesting a more holistic approach to health care, offering for the first time “lifestyle trainers.” The National Health Service would be funding with an additional £1bn to make people’s overall lives healthier, which is expected to save £30bn in preventable illness.

The paper additionally makes mention of reducing accidents, which affected 2.7m people last year and is a leading cause of child death, curb binge drinking, and reduce substance abuse among youths.

The paper has been criticized by many parties. The Tory Shadow Health Secretary has criticized the Labour government’s comprehensiveness and creation of a “new nanny state approach”. He has additionally described it as “gimmicks”. The Liberal Democrats have accused the government of not being comprehensive enough. It has also been criticized by the British Medical Association as being implemented too slowly, saying “When lives need saving, doctors act immediately”.

Mr. Reid has argued against the nanny state label, saying “In a free society, men and women ultimately have the right within the law to choose their own lifestyle, even when it may damage their own health. But people do not have the right to damage the health of others, or to impose an intolerable degree of inconvenience or nuisance on others … This is a sensible solution which balances the protection of the majority with the personal freedom of the minority in England”.
