GM and Chrysler receive Canadian loans amid US restructuring ultimata

General Motors (GM) and Chrysler will receive bridge loans from the government of Canada and the provincial government of Ontario, however no more will be forthcoming from either Canadian or US governments unless the companies can reinvent themselves.

“This is a regrettable but necessary step to protect the Canadian economy. We are doing this on the assumption that we obviously cannot afford either in the United States or Canada a catastrophic short-term collapse.” said Stephen Harper, Prime Minister of Canada.

“We cannot, we must not, and we will not let our auto industry simply vanish. This industry is, like no other, an emblem of the American spirit; a once and future symbol of America’s success,” said Barack Obama, President of the United States. “These companies – and this industry – must ultimately stand on their own, not as wards of the state.”File:Sinsheim quer.jpg

Chrysler will receive CA$1 billion and may in fact be eligible for as much as CA$4 billion. If Chrysler succeeds in the next 30 days with a restructuring plan it would be eligible for a US$6 billion loan. A part of Chrysler’s restructuring plan must include a partnership with Fiat within 30 days to appease the US administration. Fiat is a supplier of smaller fuel-efficient vehicles, and the merger will help Chrysler to be viable in the North American market. A Chrysler court bankruptcy would inevitably lead to it being sold off.

As a part of Chrysler’s restructuring plans, Tom LaSorda, the president of Chrysler announced that Canadian operations would fold if it does not receive both the US commitment of $2.3 billion of aid and a new Canadian Auto Workers CAW contract to reduce all-in costs by CA$19 per hour. As a result of this announcement Chrysler’s auto sales volume in Canada dropped 23% compared to March of 2008.

GM has until the end of May to restructure its company to receive up to CA$7.5 billion. As part of the companies restructuring, General Motor’s chief executive Rick Wagoner was replaced Sunday with Fritz Henderson, the current chief operating officer. Henderson spoke out on Tuesday that GM has submitted a restructuring plan which would close five plants, and this may be increased to meet the requirements for financial aid. He is in full compliance with Obama’s auto task force to seek bankruptcy if GM cannot negotiate with their unions, bondholders and others.

GM recently brought forward the “GM Total Confidence” program providing consumer purchase protection for customers who lose their job for economic reasons within the first two years from purchase. As a result of Chrysler’s restructuring announcement in Canada, GM’s Canadian vehicle sales volume fell only 17.3% compared to 2008, an increase from the previous month.

GM must reduce some of its legacy costs which include its pensions and union health care costs. A part of GM’s ailments arose from investing in supplying truck and SUVs during an economy of high gas prices when consumers were demanding fuel efficient vehicles.

Tony Clement, Canada’s Minister of Industry, is hoping that the CAW will support the restructuring process and re-negotiate their agreement. Whereas a United Auto Workers negotiator has said, “I don’t see how the UAW will do anything until they see what the bondholders will give up.”

The Obama administration is looking toward bankruptcy proceedings for the automakers, “as a mechanism to help them restructure quickly and emerge stronger. [It will] quickly clear away old debts that are weighing them down. What we are asking is difficult. It will require hard choices by companies. It will require unions and workers who have already made painful concessions to make even more. It will require creditors to recognise that they cannot hold out for the prospect of endless government bailouts.” said Obama.

The auto parts suppliers and IT software exporters in India have already been affected by the declining auto sales. GM and Chrysler software contracts provide US$300 to 350 million a year to vendors in India. As well these two major automakers usually award US$1 billion contracts to auto parts suppliers. “We are worried and closely watching the developments in the US to gauge the impact. The decline in auto sales in the US has already hit the order books of Indian suppliers,” said a Delhi auto parts supplier.

“Going forward, the industry will undoubtedly be smaller, but if our efforts are successful it will be viable and it will support good jobs for Canadians,” said Clements.

Betty Sutton, Ohio’s Congresswoman put forward the CARS act which provides a US$3,000 to 5,000 incentive for those who trade in their vehicle for a fuel-efficient car. “It clearly stimulates the economy, and it gets the consumer into the showroom and gets them buying again. But importantly — and this is what I particularly like about it — it really helps the environment quite a bit in two respects.” said William Clay Ford Jr., executive chairman of Ford Motor Co.

Ford Motor Company has not come forward with requests for assistance.

Since December GM and Chrysler have received US$17.4 billion government loans.

In the lovely state of Utah is the organization known as Traci’s Parrots 4 U. This organization is a business that offers parrots for sale to customers across various states within continental USA. It was founded by Traci, an avid bird lover and wildlife enthusiast who is very passionate about her birds and her business. However, apart from rearing and selling parrots, her organization is also one of the best known Salt Lake City parrot rescue centers. According to Traci and her organization, all parrot owners need lots of education on how to care for and love their pets. With some education, it will be a lot easier for them to make informed decisions when acquiring a parrot as a pet.

While her center offers a haven for unwanted parrots, she would rather meet parrot owners and discuss certain issues with them before they decide to give up their parrot. The reason is that these birds form very strong bonds with their owners and abandoning them may cause them plenty of distress. It is possible that problems people face with their parrots can be resolved before they chose to put him or her up for adoption or surrender it at the local rescue center. Basically, if a parrot owner feel they have issues with their pet, it is possible to have these issues addressed so they can live in harmony with the parrot rather than give it up.

There are lots of solutions offered on the Facebook page of Traci’s Parrots 4 U. Traci and her family are doing a lot for these parrots and their work is much appreciated. If a parrot owner is completely convinced that pet is in need of a new home, then organization will be happy to take it in and help find it a new home. Basically the process of rehoming parrots is what the Salt Lake City parrot rescue organization does. The organization normally receives parrots from owners who are no longer able to care for them or provide them with the kind of home they desire.

The process of adopting a bird is quite simple. The bird is normally dropped off at the Salt Lake City parrot rescue center. There is no charge for taking in an unwanted parrot and so owners get to do this for free. However, there is cost when some wants to acquire a parrot from this Salt Lake City parrot rescue center in Utah. There are many reasons why people are charged a fee. Eric Bogosian is one of America’s great multi-dimensional talents. “There’s sort of three different careers, and any one of them could exist by itself, on its own two feet. There was that solo stuff, and then I started writing plays in the late seventies.” Although his work has spanned genres, most readers will recognize Bogosian for his acting, which has included a memorable performance in Woody Allen‘s Deconstructing Harry to co-writing and starring in the Oliver Stone movie Talk Radio (based upon his Pulitzer Prize-nominated play) to playing the bad guy in Under Siege 2 to his current role in Law & Order: Criminal Intent as Captain Danny Ross. They may not know, however, that he had collaborated with Frank Zappa on a album, worked with Sonic Youth, and was a voice on Mike Judge‘s Beavis & Butthead Do America. He started one of New York City’s largest dance companies, The Kitchen, which is still in existence. He starred alongside Val Kilmer in Wonderland and his play Talk Radio was recently revived on Broadway with Liev Schreiber in the role Bogosian wrote and made famous.

Currently at work on his third novel, tentatively titled The Artist, Bogosian spoke with David Shankbone about the craft of writing and his life as a creative.

British serial killer jailed for three prostitute murders

A British serial killer has yesterday entered guilty pleas to all three counts of murder he faced. Stephen Griffiths, 40, who attracted tabloid attention by calling himself the “Crossbow Cannibal”, killed the prostitutes in his flat in Bradford, West Yorkshire, England and will spend the rest of his life behind bars.

Griffiths, a former van driver with a degree in psychology and studying for a PhD in criminology, was caught when police were alerted to a murder caught on CCTV. A caretaker, reviewing footage from the building where Griffiths’s flat is, saw Suzanne Blamires, 36, and Griffiths enter the flat. Two minutes later, she ran out and he followed, beating her to the ground and shooting her in the head with a crossbow. He raised his crossbow above his head for the CCTV, then dragged the body away. Returning with a drink, he raised the can and one finger to the camera.

Over the course of a weekend, he was seen several times with bin bags and a rucksack. After Griffiths was arrested by armed police on May 24, her dismembered remains were found floating the the River Ayre near Shipley; her head was in a rucksack and it was yesterday revealed a crossbow bolt and broken knife were embedded in it. Robert Smith QC, prosecuting, said she was in 81 pieces.

Smith added that Griffiths confessed to killing her and cutting her up by hand; he had previously used power tools on his victims. Shelley Armitage, 31, had been missing since April when police charged Griffiths; a piece of spine in the River Ayre was later identified as hers. Also found by the river was a suitcase containing knives and saws.

It was yesterday revealed her murder was also on video. Griffiths recorded the act on his mobile, which he then lost on a train. Its finder sold it on twice before police retrieved it, but the footage remained. Armitage is seen hogtied on cushions, the words “My Sex Slave” spray-painted in black on her back. She is also seen dead and naked in his bathtub. “I am Ven Pariah, I am the Bloodbath Artist,” Griffiths said as part of a commentary to the video. “Here’s a model who is assisting me.”

The third murder – that of Susan Rushworth, 43 – dates back to June last year, when she vanished. Although police believe she was killed with a hammer and Griffiths has spoken of the death, no remains were ever found and the only physical evidence was one bloodstain in her killer’s flat. Police found evidence he tried to clean up, with bathroom tiles removed and carpets lifted.

“It was just a slaughterhouse in the bathtub,” he told police at interview. He later confessed to police that “I, or part of me, is responsible for killing Susan Rushworth, Shelley Armitage and Suzanne Blamires, who I know as Amber.” Two crossbows, crossbow bolts, and serial killer literature were seized from his flat.

The day before the final murder, Griffiths wrote on MySpace, using the Ven Pariah pseudonym, he had “finally emerged into the world.” He continued: “What will this pseudo-human do, one wonders. Poor Stephen, pretended to be me, but he was only the wrapping. He knew towards the end, that I supplied the inner core of iron. Hatred Bound Tightly In Flesh. At very long last, the time has come to act out.” He would later tell officers he was having a mental “civil war”.

He told the magistrates’ court on his first appearance his name was “The Crossbow Cannibal.” Yesterday, he was asked at Leeds Crown Court merely to confirm his name, answering “yes”. Each murder charge was read to him, and he answered “guilty” to each. Five security guards flanked him. He has also called himself the SF killer. Although he claimed to have boiled and eaten flesh from the first two victims and eaten the third raw, police could not verify this. The Telegraph says the suspect he invented it to increase his fame, but News Limited quotes Sky News as claiming police believed his cannibalistic claims.

Nobody deserves this. All these girls were human beings and people’s daughters.

Mr Justice Openshaw, the judge, yesterday called Griffiths “wicked and monstrous.” He told the court the killer’s mental health had been investigated and there is “no question that he [i]s fit to plead.” He gave Griffiths the whole life tariff, meaning he will never be released.

Griffiths has attempted suicide while in prison awaiting trial, and police have not yet established if he killed three more women, as he told officers his count stood at six.

At the time Griffiths was charged, Nicky Blamires, 54, has told the press her daughter Suzanne was a “much-loved” family member even though she “went down the wrong path and did not have the life she was meant to have.” “Nobody deserves this,” she said. “All these girls were human beings and people’s daughters.”

Griffiths was known as “the lizard man” in his block of flats owing to his habit of walking his two pet monitor lizards in the area. One neighbour is reported to have quoted him as saying he was studying for “a PhD in murder and Jack the Ripper,” and he has spent time in a high-security psychiatric hospital.

British media was quick to compare the case to Peter Sutcliffe, dubbed the “Yorkshire Ripper”. Sutcliffe was a Bradford killer responsible for thirteen murders and seven attempted murders, including several prostitutes. Since his 1981 conviction he has spent most of the last three decades in Broadmoor high-security psychiatric hospital near London.

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Researchers break down deaths due to power plant pollution in the United States

In findings published Wednesday in Environmental Science and Technology, researchers from the University of Washington and Stanford University reported that premature deaths in the United States attributable to the pollution produced by power plants were disproportionately caused by coal; that race was a significant factor in who was affected; and that a substantial fraction of the deaths were from pollution crossing state lines.

The study focused on particulate matter, or PM2.5, specifically airborne particles under 2.5 micrometers in diameter. To track the movement of these particles across the United States, the research team established a reduced-complexity model, which can complete analyses faster than traditional models, so the team’s study could encompass nearly all the United States’ power plants.

Particulate matter in the air, like that produced at power plants, can cause lung problems, heart attacks and stroke, which then lead to premature death. In the United States alone, particulate matter is indirectly responsible for reportedly upwards of 100,000 deaths annually.

According to the study, in 2014 in the continental United States, roughly 16,000 premature deaths were attributable to power plants, an estimated 91% of those from coal. The researchers also found in 36 states most of the people who died were affected by pollution generated in another state. For example, 37% of the power plant pollution that reaches Ohio comes from plants in nearby Indiana.

The study’s lead author, doctoral candidate Maninder Thind, said, “We looked at emissions from different types of power plants — including coal, natural gas, diesel and oil power plants — and modeled how the pollutants would travel based on things like wind patterns or rain. We also consider how emissions can react in the atmosphere to form fine particle air pollution […] That gave us a map of pollution concentrations across the country. Then we overlaid that map with data from the census to get an estimate of where people live and how this pollution results in health impacts.”

Even after the researchers adjusted their data for economic factors, premature deaths from this type of pollution were stratified by race, with the highest likelihood for black Americans, at a rate of seven per 100,000 people. They were followed by non-Latino white Americans at six per 100,000; for all other racial groups in the country, there were only four premature deaths per 100,000. Income did affect people’s level of exposure but to a far less pronounced extent, a difference of one per 100,000 between annual incomes below US$10,000 versus above $200,000.

Another co-author, civil and environmental engineering professor Julian Marshall, said, “We’ve seen in our previous research that our society is more segregated by race than by income, and now it’s showing up again with air pollution from electricity generation emissions […] These results can help local, state or national governments make more informed decisions that will improve everyone’s air quality and quality of life.”

Marshall noted, “It’s especially relevant these days because of what the federal government is doing — or actually not doing — around air pollution and around these issues in general[.]”

No full recount in Mexican election

Mexico’s electoral tribunal has ordered a partial recount of ballots cast in last month’s election, rejecting demands by left-wing candidate Andres Manuel Lopez Obrador for a full recount.

Right-wing candidate Felipe Calderon had roughly 243,000 votes more than Lopez Obrador in the July 2nd vote according to the present official results, a margin of 0.58%. Lopez Obrador accuses Calderon’s supporters of electoral irregularities. Under Mexican law a president-elect must be declared by September 6th.

Ballots cast at 9% of the country’s polling stations will be recounted.

Speaking at a rally in Mexico City following the ruling, Lopez Obrador told his supporters that “peaceful civic resistance” will continue. “We maintain our demand,” he said. “We disagree with the tribunal’s decision. They must reverse it.”

His supporters, chanting “vote-by-vote” and “if there is no solution, there will be revolution” blocked the entrance to the tribunal.

In a speech on July 30, Lopez Obrador stated his point of view on democracy, “Let’s bear in mind that democracy is not just the best system of government that humanity has found : it is also the most effective method of guaranteeing coexistence in condtions of harmony. Democracy generates checks and balances, it promotes dignity and avoids that one person or a few people, whether from the higher or lower echelons of the social scale, behave as absolute owners of public power.”

Regarding his request for a full recount, he stated, “The most decisive proof that we won the presidential election lies in the attitude of rejection that the candidate of the Right has adopted when faced with the demand for a recount of all the votes. If he argues that he won he has no reason not to clear up any doubt and clean up the election. Who owes nothing, fears nothing…..”

In an investigation reported on first by Wikinews, Wikileaks today revealed another chapter in the story of the Standard Operations Procedure (SOP) manual for the Camp Delta facility at Guantanamo Bay. The latest documents they have received are the details of the 2004 copy of the manual signed off by Major General Geoffrey D. Miller of the U.S. Southern Command. This is following on from the earlier leaking of the 2003 version. Wikileaks passed this document to people they consider experts in the field to carry out an analysis trying to validate it. Following this, they set out to assess what had changed between 2003 and 2004; including attempts to link publicly known incidents with changes to the manual.

Wikinews obtained the document and did an in-depth analysis. The American Civil Liberties Union had previously made a request to view and obtain copies of the same document, but was denied access to them.

One of the first notable changes to the document relates to the detainees themselves. Previously they read the camp rules during admission processing. Rules are now posted around the camp in detainees’ languages. The English version of the rules is as follows:

  1. Comply with all rules and regulations. You are subject to disciplinary action if you disobey any rule or commit any act, disorder, or neglect that is prejudicial to good order and discipline.
  2. You must immediately obey all orders of U.S. personnel. Deliberate disobedience, resistance, or conduct of a mutinous or riotous nature will be dealt with by force. Be respectful of others. Derogatory comments toward camp personnel will not be tolerated.
  3. You may not have any articles that can be used as a weapon in your possession at any time. If a weapon is found in your possession, you will be severely punished. Gambling is strictly forbidden.
  4. Being truthful and compliance will be rewarded. Failure to comply will result in loss of privileges.
  5. All trash will be returned immediately to U.S. personnel when you are finished eating. All eating utensils must be returned after meals.
  6. No detainee may conduct or participate in any form of military drill, organized physical fitness, hand-to-hand combat, or martial arts style training.
  7. The camp commander will ensure adequate protection for all personnel. Any detainee who mistreats another detainee will be punished. Any detainee that fears his life is in danger, or fears physical injury at the hands of another person can report this to U.S. personnel at any time.
  8. Medical emergencies should be brought to the guards’ attention immediately.

Of concern to groups such as Amnesty International who campaign for the camp’s closure, or Human Rights Watch concerned about prisoner handling under the prisoner of war aspects of the Geneva Convention, is the fact that policy for newly admitted detainees still allows for up to 4 weeks where access to the detainee by the International Committee of the Red Cross (ICRC) may be denied. In addition, guards are not to allow ICRC staff to pass mail to detainees.

A new process has been formed which allows guards to determine whether or not a detainee receives awards, or is punished. The form is called a GTMO Form 508-1 (pictured to the right). According to the manual, the form “is used to determine which rewards the detainee will lose or gain,” but “special rewards” can also be earned, outside of the process. One special reward is time allowed outside. Another special reward is a roll of toilet paper, but the detainee cannot share it with others. Doing so will result in “punishment” and confiscation of the roll. If the detainee already has a roll of toilet paper, he is not allowed to have another.

“Guards need to ensure that the detainee doesn’t receive additional toilet paper when the detainee already has it. The amount given to the detainee will be the same amount as normally distributed to the detainee,” states the manual.

No matter how bad a detainee may act, “haircuts will never be used as punitive action” against them, but they can have hair removed for health reasons. They can, however, be segregated from other detainees.

“If a detainee has committed an offense that requires segregation time, even if a segregation cell is not available, the detainee will receive a shave and a haircut for hygiene and medical reasons. If the detainee is IRFed, the haircut and shave will follow the decontamination process,” adds the manual. Barbers are also part of cell searches.

Despite these changes, a great deal of effort has gone into ensuring the furore over detainee abuse does not recur. Rules governing the use of pepper spray (Oleoresin Capsicum, or OC) appear at an earlier point in the manual with considerable expansion. Infractions such as spitting, throwing water at, or attempting to urinate on guards appear as explicitly listed cases where pepper spray may not be used. Extensive decontamination procedures are included in the document, including immediately calling for a medical check on any detainee exposed to pepper spray. This was not previously present.

As a counter to the clearer instructions on use of pepper spray, Wikileaks asserts that many of the stricter rules for guards (referred to as Military Police or MPs in the 2003 manual) aim to reduce fraternisation that may improve detainee morale and adversely influence any interrogation process. Guards are informed in the manual not to take personal mail and parcels within the detention blocks or at any other duty stations. All electronic devices except issued materiel are prohibited, and guards may face disciplinary action should they keep detainees apprised of current affairs or discuss issues in their personal lives.

Additional restrictions on the detainees’ chaplain are included in the revised document. Wikileaks speculated that many of these changes might have stemmed from the widely publicised case of James Yee. Captain Yee, a West Point graduate, served at the Guantanamo Bay base as a Muslim chaplain to the detainees and received two Distinguished Service medals for his work. Following discovery of a list of detainees and interrogators by U.S. Customs in Florida Yee was charged with sedition, aiding the enemy, spying, espionage, and failure to obey a general order. Eventually all charges were dropped with national security concerns being raised should evidence be released.

The most notable changes surrounding the role of the chaplain include its removal as a permanent position on the facility’s Library Working group and its exclusion from the decision process on appropriate detainee reading material. Wikileaks contacted lawyers representing detainees in the camp to perform their own analysis. Their opinion of the changes were that the library operation had been considerably tightened up. Duplicate books are required for the individual four camps to prevent covert use of books to communicate between camps. Periodicals, dictionaries, language instruction books, technology or medical update information, and geography were additions to the prohibited material. Instructions indicate such books must be returned to the source or donor.

The revised SOP manual makes considerable progress on documenting procedures, even those that are remote possibilities. Wikinews attempted to get feedback on this. US Southern Command passed a query on to Rick Haupt (Commander, U.S. Navy Director of Public Affairs, Joint Task Force at Guantanamo) who responded that “questions were forwarded along with a request to authenticate the leaked document; a response is pending.” At this time no response to emails has been received from the ICRC or Human Rights Watch.

The Pentagon has requested that the document be removed from Wikileaks because “information with the FOUO (For Official Use Only) label is not approved for release to the public.” They then state that the document can be “made available through a Freedom Of Information Act request through official channels.”
